Motives for Establishment of the Bulgarian Housing Association (BHA)

The process of transition from centrally planed to market economy during the last 15 years caused radical, but uncontrolled changes in the housing sector of Bulgaria that led to:
  • Entire abolishment of public subsidies and lack of any state's commitment to housing;
  • Almost full privatisation of the existing housing stock, but without sufficient means for maintenance;
  • Extremely high values of the price-to-income ratio, that makes the market unaffordable for 95% of those in housing need;
  • Restricted housing crediting;
  • Drastic drop of new construction rates and degradation of existing housing
The extremely urgent issues that the Bulgarian dwelling is facing at require immediate mobilisation of all available resources and involvement of the largest possible group of players. The lack of legal commitment and inadequate performance of the existing state agencies, dealing with administering and research of the housing sector, lay the necessity of independent structures, concerned with all problematic aspects of housing and concentrating both, public and private interests.

The Bulgarian Housing Association goals:
  • To enable provision of affordable housing, introducing effective forms of co-operation between public and private parties (local governments, customers/occupants, construction companies, financial institutions);
  • To create incentives and promote the establishment of non-governmental organisations in the housing sector
Areas of activities:
  • Maintaining a data base for the performance and the status of all housing sector's aspects (construction, industry, housing stock, institutions, researchers);
  • Mediating exchange of scientific, technical and business information between Bulgarian and foreign parties and supporting joint-venture projects;
  • Facilitating the development of modern housing policy legal framework at central and local level as a prerequisite for Bulgaria accession to the European Union;
  • Promoting and developing both, national and joint venture research and investment housing projects, implementing modern methods for financing, construction, management and maintenance of housing.
According to the above mentioned priorities, the Bulgarian Housing Association has implemented a scope of activities since the time of its foundation:

BHA maintains contacts with a large scope of housing related institution in Bulgaria, Eastern Europe and the EU countries.

BHA participates in the adoption and implementation of the new Governmental Housing Policy stated in the Program of the Council of Ministers.

BHA participates in the governmental initiatives in creating and adopting new legal framework for housing including the development of special housing associations law.

Bulgarian Housing Association has been involved in research and investment housing projects. The last project of BHA is targeted at establishment of a sustainable model for renovation and subsequent management of condominium buildings in Sofia. It is implemented in collaboration with Dutch Housing Associations through the Dutch International Guarantee Fund.
